    MISSION:
    The Medical Library functions as a center for information services. This policy is to establish guidelines for the utilization, maintenance, and development of resources in the Medical Staff Library in order to meet the information needs of physicians, nurses and ancillary staff of Mercy Medical Center.

    GOALS:
    1. To select, acquire, classify, catalog, organize and procure through interlibrary loan, material for the use of the staff.
    2. To disseminate informational, instructional and educational materials and audiovisual equipment for the use of the staff.
    3. To provide reference and bibliographic services, indexing and abstracting services, to the literature of the health sciences.
    4. To develop and to maintain mutually beneficial relationships with other departments of the hospital and other health sciences libraries.
    5. To orient the user to the services and functions of the library, including instruction and assistance in the use of informational sources.
    6. To coordinate the purchase of all the print and non-print materials for the hospital by acting as the hospital's informed agent in initiating these purchases.

    POLICIES:

    • Security:  The Medical Staff Library shall remain locked at all times, unless the library staff is on duty.
    • Access:  All members of the medical and nursing staff of Mercy Medical Center, as well as ancillary personnel, will be given the combination to the Medical Library in order to use the materials. Patients and other people not affiliated with the hospital will not be given access, unless specific permission is granted by the Medical Support Coordinator or Administrative personnel.
    • Bibliographic Instruction:  The librarian offers bibliographic instruction as needed at the request of the Hospital Staff Orientation or on an individual basis. The scope of the instruction covers services provided by the library, training to use databases and the Internet, and how to utilize the library services.
    • Patient Education:  The library serves patients who need any information as far as the information is available within the library collection. When the library does not have appropriate information, the library staff will refer them to the proper resource center.
    • Circulation:
    • Books:  All books that may be checked out have book cards in the front or the back of the book. The user must sign name, department and phone extension on the book card and place the card in the box marked "Book Check-Out". Check-out time for the books is two weeks. If there are no "holds" on the item, it may be renewed. Books marked "Reference" are for in-library use only.
    • Periodicals:  Journals and other periodical literature must remain in the library at all times except in an urgent situation. When any of the journals must be checked out, the time period is limited to twenty-four hours. All periodicals are kept for three years and then discarded.
    • Searches: Computerized searches are permitted through over 450 different databases including Internet access, MEDLARS databases, DIALOG, and OVID databases. Medical staff members may do their own searches only when the librarian or related staff are present, or request the medical librarian to do them.
      Orders for Searches: Searches may be requested of the librarian during office hours by telephone, Office Automation, e-mail or by completing a literature search form available in the library.
    • Delivery of Materials: Requested materials such as articles will be delivered to one's mailbox. Staff members must arrive in person at the library to pick up books and audio-visual materials.
    • Photocopies: Copies of selected materials available in the library may be ordered for later delivery by completing a request form provided by the librarian.
    • Interlibrary Loan: Interlibrary loans are done through DOCLINE, an automated interlibrary loan system. Although some libraries may charge for the service of fulfilling a request, most will not. Accordingly, requests are always made first to libraries that do not charge. If those repositories are unable to fill the request, the request is shifted to other libraries. In the case of a medical emergency, the library may obtain articles by FAX; otherwise, they are delivered by regular mail.
    • Gifts: The library encourages the medical staff to donate books and journals.  Duplicates or items that are not in the scope of the collection, however, may be donated to other departments or other libraries. All the gifts, once donated to the library, may be added to the collection, sold or discarded as needed. The library will send a letter of acknowledgment to the donor. Furthermore, the library has a limited number of journal subscriptions and encourages patrons to contribute their journals to the library. A lack of space limits the library to only the three most recent years of any one title.
    • Selection:  The librarian will initially provide a recommended list of books and all the materials will be purchased on the recommendation of the physicians or other department heads as approved by the Continuing Medical Education Committee. New journals will be added to the collection according to the number of demands for interlibrary loans requested by the staff.
    • Subject Coverage of the Library Collection:  The library will provide basic texts and journal titles in the following subjects: Medicine, Infectious Diseases, Cardiology, Gastroenterology, Pulmonology, Toxicology, Radiology, Dermatology, Pediatrics, Orthopedics, Neurology, Psychiatry, Obstetrics, Gynecology, Surgery, Family Practice, Ophthalmology, Urology, and Nursing.
    • Multiple Copies:  Only single copies of books and journals will be purchased due to the lack of the space. Some of the journals will be replaced by CDs as recommended by the staff or to save library space.
    • Currency of the Collection:  New editions of reference books and texts shall be acquired as published. When a new edition is acquired, the old edition will be discarded. No edition of any title will be kept if its text no longer conforms to current practice. Backfiles of journals shall be kept for three years.
    • Audiovisuals: Audiovisual materials and some patient education materials will be purchased and maintained by the Education department and, the department's list is available through Office Automation.
    • Cataloging:  The libary orders cataloging cards through MARCIVE as new books are purchased or gifts are processed. If MARCIVE cannot provide the cataloging cards, the librarian will catalog the books. As for journals, library staff checks them into the serial record as they arrive. Only continuously subscribed journals must be recorded to maintain the collection.
    • Centralization of Resources:  The library accepts the list of materials in each department of the hospital and encourages the staff to share them without changing the location of the materials. In this way, the hospital reduces the duplicates of materials and maximizes the usage.
    • Budget:  Library statistics will determine the preparation of the library budget at the end of each fiscal year. Items purchased specifically for the library with library funds may not be removed permanently from the library.
    • Equipment: The library has two computers with Internet connections, a laser printer, a fax machine, and a data projector. In case the library is relocated, this equipment will accompany all the other materials including books, journals, bookshelves, desks, and chairs to the new place.
    • Computers:  Both computers are connected to the laser printer, and the library maintains them by providing paper and cartridges. One of the computers is available for the use of physicians and ancillary staff. It must be used only to access information and on a first-come-first-serve basis.
    • Fax Machine: The fax machine is mainly for the medical library. The Quality Service Department may use it by using an individual Personal Identification Number (PIN) number for long-distance calls. Other members of the staff in the hospital may use it in an emergency.
    • Data Projector: The data projector may be checked out only by the hospital staff within the facility. A staff member who checks out theprojector must sign a contract that he/she will be responsible for any damages beyond normal wear and tear. The check-out period is twenty-four hours, and a technician or the librarian must be present to help the user to set up the equipment.

    SERVICES:

    • REFERENCE SERVICE: The librarian will perform computerized literature searches accessing MEDLINE, other National Library of Medicine databases, and various other databases such as those available from DIALOG and OVID. Health professionals wishing to perform their own searches may do so by accessing Internet Grateful Med for the particular databases. Those who wish to be trained to do their own searches or who have questions about literature searches may contact the librarian. Upon request, the library will periodically update the literature on a particular subject.
    • INTERLIBRARY LOAN: Articles from journals not owned by the library may be obtained through DOCLINE, an automated interlibrary loan referral system. In the case of an emergency, the library may obtain articles by FAX; otherwise, they are delivered by regular mail.
    • CIRCULATION OF MATERIALS:
      Books and Audio-Visual Materials:     All books and audio-visual materials that may be checked out have book cards in the front or back of the book or audio-visual material. Please sign your name, department, and phone extension on the book card and place in the box marked Book and AV Check-Out. Check-out time for the books and A-V materials is two weeks. If there are no "holds" on the item, it may be renewed. Books marked "Reference" are for in-library use only.
      Data Projector:     The data projector may be checked out only by the hospital staff, within the facility, by signing a contract that the user will be responsible for any damages beyond the normal wear and tear. The check-out period is twenty-four hours and a technician or the librarian must be present during the use of the equipment.   Journals and Reference Books:    No journals or reference books may be checked out of the library. Photocopying is available for individual articles instead.
